A major Police Service of Northern Ireland (PSNI) Data Breach occurred in August 2023
In August 2023, a significant data breach occurred within the Police Service of Northern Ireland (PSNI), leaving every serving officer and staff member’s details exposed. This breach was the result of an inadvertent publication of information on the internet in response to a Freedom of Information (FOI) request.
The compromised data included the surname, initials, rank or grade, work location and departments of all PSNI staff. Of particular concern is that the breach revealed the identities of members of sensitive units, such as the organised crime unit, intelligence officers at ports and airports and officers stationed at MI5’s headquarters.
“Human Error”
The ramifications of this breach are profound, especially considering the heightened terror threat level in Northern Ireland. Officers and their families have been left feeling incredibly vulnerable, with concerns about their safety and potential targeting by hostile groups. The PSNI has acknowledged the severity of the breach, attributing it to “human error” and assuring that measures are being taken to prevent such incidents in the future.
A breach with far-reaching consequences
Given Northern Ireland’s unique history and the continuing security risks faced by police officers and staff, the publication of this information caused widespread concern among affected individuals and their families.
For many, the breach represented far more than a loss of privacy. The disclosure of personal and professional details gave rise to genuine fears regarding personal safety and security.
The consequences of the breach have been profound and, for many, continue to be felt long after the initial disclosure.

A universal settlement offer was made
Following extensive engagement and negotiations, the Northern Ireland Executive announced that almost £120 million had been allocated to facilitate compensation payments arising from the PSNI data breach.
Subsequently, the PSNI made a universal offer of £7,500 to compensate all affected officers and staff. The scheme was intended to provide a straightforward route to compensation and has resulted in the resolution of a substantial number of claims.
While the universal offer may represent a fair and pragmatic outcome for many individuals, it cannot account for the unique circumstances and experiences of every person affected by the breach.
Ongoing claims
For some individuals, the impact of the breach extends well beyond general upset or inconvenience. In some cases, the payment offered of £7,500 may not adequately reflect the extent of the harm suffered.
As a result, McCartan Turkington Breen continues to act for a number of individuals who have chosen not to accept the universal offer.
There are time limits on future claims from this breach
Individuals affected by the PSNI data breach should be aware that strict legal time limits may apply to the pursuit of a claim. Anyone who has not yet sought legal advice, or who remains uncertain about their position, should do so without delay.
